The packaging number is: No. 11916 and this is the Circlon, Whisper Smooth, Nylon circular knitting needle which is used throughout knit seamless garments. It boasts that it’s “virtually indestructible, and it has “perfect ball points & precision tapered, points!”

You will see some gentle wear on the cardboard, a small area looks like a sticker may have taken off some of the spot in front, and the size “9” looks like they pinned it back in but needles are brand new condition!
